Waving the handkerchief
The Mid-Winter Festival in Cuzco takes place in the centre of town, the parade takes hours. This lady was dancing as part of a group, the hand action with the handkerchief is reminiscent of Morris Dancing. Some believe that Morris is a corruption of Moorish, so there could be a Spanish connection.
